Town spokeswoman Elise Pennington said the town council wants to explore adding a wattage maximum to the ordinance before giving it a final OK. The council approved the measure on first reading last month.
Parker’s ordinance is similar to measures that have been passed in other Colorado communities, including Denver, Colorado Springs and Douglas County. But cannabis advocates have said the 12-plant limit is unconstitutional as both medical marijuana and recreational marijuana state laws guarantee adults the right to possess six plants.
Placing a household limit on the number of plants could deprive someone of their right to grow cannabis, they argue. A lawsuit challenging the cap in Colorado Springs is in the works.
